Cebu Coal Mine Tragedies: Print Media Effects on Policy Legislation

Abstract

In crafting policies in the local setting, the study determines how the print media impacts legislation. It would point to the media as either an effective driver in policymaking or as a conduit to such. The researchers combed through the archives of three English newspapers in Cebu and the files of Cebu Provincial Board to substantiate the relation of the coal mine accidents to approved legislation. The study, however, is limited to four incidents that occurred for the years 2005 to 2012. The researchers then compared the newspaper archives with the approved legislation and assessed that print media only has a marginal effect as a conduit and none as a contributor to policy legislation. At the brim
of coal mine accidents, policy makers respond immediately to issues which are repeatedly played over in the media and deemed by the researchers as typical for it is a precept that certain governing legislative bodies would often pay attention to certain recurring issues in the newspaper that may affect their image.

Author Biographies

Nestor Godofredo B. Ramirez, University of San Jose-Recoletos

entered the seminary and left after
fi ve years. He became a journalist in Cebu Daily News in 1998. He became a teacher due to the prodding of his former seminary classmate to apply for a teaching job in University of San Jose Recoletos. He is currently the
chairman of the Department of Journalism and Communications (DJC) of the University of San Jose-Recoletos. He is also the current and founding president of Cebu Association of Communication Educators (CACE).

Marjurie Lourince E. Zanoria, University of San Jose-Recoletos

is currently working as full-time Instructor at the University of San Jose - Recoletos. Prior joining the academe, she worked for Punongbayan & Araullo, an auditing firm based in Makati handling clients in the industries manufacturing, resort, academe and business process outsourcing. While studying and reviewing to take the Certified Public Accountant examination, she served as the Sangguniang Kabataan Chairman for the years 2007-2010. After her stint in serving the youth, she was elected as the Barangay Councilor for the years 2010 to 2013. She had units in Master in Business Administration at USJ-R and is transferring to Cebu Normal University to take up Master in Public Administration to prepare for more terms in public service.
